Want to build a home and live in the beauty of The Willows? Find the information you need to start your project.
To protect current and future property values at The Willows, easily adaptable building requirements have been established.
The building requirements, for review below, are general to all phases within The Willows. Review the Declaration of Covenants for the phase in which your lot resides as there may be additional requirements.

What is the money from the annual POA dues spent on? How much are the annual POA dues? What is the deadline to submit the annual dues?The majority of the money collected from POA dues is spent on maintaining the grounds and the dirt roads. All monies spent for the current year are reflected in the annual financial report which is distributed in January of the following year. The POA dues for 2025 are $445 per lot and/or for every two lots previously combined. The due date for submitting annual POA dues is January 1st. Payment received on or after February 1st will be considered delinquent and will incur a late fee of 10% of the unpaid assessment amount plus 1.5% interest per month beginning March 1st. When is the annual Willows POA meeting held? Where is it held at?The annual meeting is held on the fourth Saturday of October. Notification of the meeting date, time and location is sent to all members well in advance, as outlined in the Bylaws. This information can also be found on our website on the Events page.

Can I combine multiple lots in order to pay one annual Assessment Fee?No. Lots can be combined through Haywood County for tax purposes. However, the original annual Assessment Fees would still apply according to how the lots were platted by the Developer.

Who maintains the roads at The Willows?The Willows Property Owners Association maintains the roads within the development and participates in the maintenance of the access road to the development, Upward Way.

How many homes have been built? How many full-time residents are there?Of the 73 lots that have been sold, 15 homes have been built with 9 inhabited by full-time residents.

Is there access to cable TV, telephone, and Internet service?Cable TV is not available to residents of The Willows. Satellite TV service is available through Dish Network or DIRECTV. Internet service is available through Starlink, TMobile and Viasat. Additional service providers for TV-Phone-Internet may also be available. Who provides electrical service to The Willows?Haywood EMC provides electrical services to The Willows.

How do property owners connect to water service?Water service is not provided to The Willows. All property owners must drill a private well to supply their property. Ferguson Well & Pump LLG and Green Brothers Well Drilling are two local companies that can provide well and drilling services. There may be other companies that can provide the same services. Is trash disposal service available?Trash pickup at residences is not available. Haywood County Solid Waste provides convenient collection sites and resident's waste can be taken to a number of locations. Visit the Haywood County Solid Waste site for information on the locations.

How do you get your mail?The USPS does not deliver mail to the residences at The Willows. For mail delivery, you can choose to install a mailbox at the bottom of the mountain (Sugar Mountain Road) or pay for a PO Box in Waynesville or Maggie Valley. For security of your package delivery, USPS, UPS, Amazon and FedEx deliver packages to The Willows locker, near the mailboxes on Sugar Mountain Road. For further security, The USPS offers a free program entitled “Informed Delivery”. Notifications of mail and packages to be delivered are sent to your email daily by the USPS.

Can I subdivide a lot?No. A lot owner may not subdivide or change the boundary line of numbered Lot(s) as shown on the recorded Plat of Subdivision Map(s) of the properties.

Are multple homes allowed on a lot?No. Regardless of the lot size, only one single-family home may be constructed on a platted lot. See out Building a Home page/Lot Use.

Do you require a specific home builder or a specific style of house?The Willows POA does not require a specific home builder or a specific style of house. Your house plans must be submitted and approved by The Willows Board of Directors before construction to ensure compliance with POA requirements. What is an impact fee? How much is the impact fee? To whom do I send my check?An impact fee applies to a member getting ready to build their home. The 2025 impact fee of $1558 covers a portion of the cost to repair the gravel roads due to construction activities. It is a one-time fee that is paid to the POA Treasurer as soon as the Haywood County building permit is issued. Mail your fee to: The Willows POA Treasurer ▪ PO Box 813 ▪ Waynesville, NC 28786.

Is a permit required in order to perform excavation work on my land?Yes. Before you move any dirt, a permit must be obtained from Haywood County Erosion Control. Visit our webpage Building A Home, category "Getting Started", for additional information.

Whom do I talk to about getting a gate remote opener and/or gate code?Gate related information is available only to Property Owners. Property Owners may sign in, or create an account, on the Member Info page to obtain the remote specifications and codes.

What are the winters like? Are the roads plowed in the winter?According to the US Climate Data, the average annual snowfall in Waynesville is 12 inches. However, since many of the lots are located above 3500 feet, higher snowfall amounts can be expected. A typical snowfall is a dusting to a few inches. It is highly recommended that residents use four-wheel drive vehicles and carry chains as the roads are not plowed with only a few inches of snowfall. In the event we should experience an unusual snowfall event, a private contractor would be hired to plow our roads.

Is camping allowed?No, camping is not allowed in The Willows. According to the Declaration of Covenants, Conditions and Restrictions “No . . . trailer, tent, or temporary house, temporary garage or other temporary outbuilding shall be placed or erected on any lot.”
